I was in the Greek Island of Mykonos around 1974 with a bunch of young American medical students. The island had nude beaches and a slew of gay bars, but on the good side it was the cleanest island in Greece. Bathrooms, food, drinks pristine.

Anyway, we met many so called UN personnel there. All high up in the various agencies. These guys were openly gay, bi-sex, pedophiles, in short the faggiest.

The problem is that these people are not subject to the laws in the countries where they operate, because they are under UN protection. They are subject to the law in their home countries, but the crimes are never prosecuted there because they did not happen there.
The sad truth is that if you take any random group of people and remove the control of law, a surprisingly large number will choose to engage in all sorts of evil behavior.
It is the fear of the law that keeps some people in line. Remove that fear by exempting them from the law, and this is the result.
