WASHINGTON Rachel L. Brand, the No. 3 official at the Justice Department, plans to step down after nine months on the job as the countrys top law enforcement agency has been under attack by President Trump, according to two people briefed on her decision.
Ms. Brands profile had risen in part because she is next in the line of succession behind the deputy attorney general, Rod J. Rosenstein, who is overseeing the special counsels inquiry into Russian influence in the 2016 election. Mr. Trump, who has called the investigation a witch hunt, has considered firing Mr. Rosenstein.
Such a move could have put her in charge of the special counsel and, by extension, left her in the cross hairs of the president.

I wonder if she was offered a pile of money, to take her off the chess board, and protect Rosenstein (and thereby Mueller).
It will take a while to get another candidate approved by the Senate, so it may have bought Mueller months more to run - maybe long enough to effect the election, or collect a few scalps.

Or, she could have been given an offer she couldn’t refuse. Or, one that she had to refuse, like being Mueller’s boss. Lots of reasons to walk away, even though until 2017-2018, it doesn’t often happen.

According to CNN, "Trump has nominated a slew of prospective federal prosecutors to fill top US attorney seats across the nation, but personally met with one prior to her selection in June" - Jessie K. Liu, who was confirmed by the Senate in June 2017 as United States Attorney for the District of Columbia.
According to WaPo, "The District has no senators who can exercise their prerogative under the blue slip process of the Senate Judiciary Committee that requires senators to sign off on nominees for federal district court judges and U.S. attorney offices before they are considered."
Trump doesn’t have much to choose from in government. About 95% of money from government workers goes to Dems.
