It's a state law that provided defendants with a defense to certain civil proceedings. How does a city "refuse to enforce it"? I know of no instance where a judge in Marion County refused to allow a defendant to take advantage of RFRA when relevant to the proceedings.

Cities can't say anything, people say things. Please identify who supposed said the city of Indianapolis will "refuse to enforce it". It certainly wasn't the Republican mayor at the time this was an issue.
All large urban cities have an illegals problem. Indy's is worse than some but better than most.

By refusing to enforce they would not allow prosecutors to bring cases of violations against RFRA like your pal Terry there.
The city of Indianapolis (yes THE CITY) made the proclamation when the legislature (representing the city) made and signed the proclamation along with Mayor Ballard also making an official proclonationx
And as I said - Indianapolis doesnt actively enforce immigration law here - sanctuary city in all but word.
