House Minority Leader Nancy Pelosi, D-Calif., launched a filibuster of sorts in the House on Wednesday, by taking the floor to talk about the need to pass legislation to protect the Dreamers.
The House was set to start debating the Mortgage Choice Act, but Pelosi took the floor shortly after 10 a.m., and said she wanted to talk at length about immigration.
A filibuster is an action lawmakers can take in the Senate, not in the House. However, both Pelosi and House Speaker Paul Ryan, R-Wis., are both permitted to talk at length on the floor because of their leadership status. Both of them often request one minute to speak, but go on for several minutes, a privilege afforded to them because of their status.

Actually, it does. However, the House has a cloture rule, while the Senate has a cloture vote.
In the House, because there are so many members, unlimited debate is not possible. Therefore, the House has a cloture rule where both parties are allotted a fixed amount of time for debate, and the party leaders portion that time amongst their members who wish to speak about the topic. When the time is up, that side can no longer debate. When both sides use up their time, cloture is invoked and the House proceeds to a vote.
This is why you always hear a Congressman say that he's "yielding back the balance of his time," meaning any unused time that was given to him is release back to the debate manager to give to someone else. If someone used his time and still wishes to speak, he can get another member to "yield two minutes to my esteemed colleague from California..."
