Everything I have seen or heard indicates that the FISC is just a rubber-stamp process. Supposedly, 99.98% of the applications are approved. If it is true that the initial FISA application to monitor Page in July was turned down, then that in and of itself, shows how flimsy the case was and that it took the dossier to get approval.
Dan Coats put out the 99 page study that alleged widespread abuse of the FISA process. Yet, it was reauthorized for another six years with some slight modifications.
The excuse of the day is Page was being warned since 2003, but that does not give them a right to take his privacy away. Bet nearly everyone who works with the Russians are warned in some fashion. They are painting his as a spy for the Russians just like the Sluts and Nuts defense requires.
Pretty good speculation based on what we know. The reality could be different, in that maybe the FBI/DOJ wasn't all that concerned with legitimizing their onging warrantless surveillance just yet - but got damn concerned to legitimize the warrantless snooping with a FISC stamp as the race appeared to be close.
