He would still have to testify if supeoned.
But without the threat of being fired by the FBI.
He will claim the 5th, since he is no longer an employee.
He is now on terminal leave, which means he is still on the
FBI payroll until March. I don’t know how that affects his status to testify
to congress as a agent. Maybe someone else here knows.
I bet he will. He can still be prosecuted.
They can still subpoena him. And he probably left the FBI because he has to plead the Fifth Amendment in any proceeding where he's questioned about his role in the FISA/Comey/Clinton nonsense in 2015-16.

Of course he does, if they subpoena him. A person can’t do crimes against their employer — embezzlement, etc. — and think that quitting his job gets him off the hook forever. He doesn’t get to skate.
