Decades ago, I went through PIO (Public Information Officer) training and worked along side of several PIOs. They were well aware of the FBIs ability to get ahead of the story with press contacts. They would often get on the fringe of a case, and by the time the news got done, it looked like the Bureau got all the credit.
Just to say, keeping the press in the loop was a long established tradition with the FBI.
However, this is far different from how a PIO is supposed to function. They were using their positions and contacts to influence the outcome of a Presidential election. This is not law enforcement.
Why they are still on the payroll is a big question.
Maybe they are parked in a little room and their new job is to debrief Sessions as to what may have been happening.

Any chance that they were communicating or working with each other on the FAKE “Dossier” story to help the Democrats, (GPS’s paymaster along with the Clinton Foundation), defeat Trump in the primary and, if necessary, the general presidential election?
Any chance GPS people and/or Barrett were later working to cover up the Democrats collusion with Moscow in order to coverup the dossier that Steele created from Russian (read SFV/LGB operatives and then have him sell it to them (to then be given to the Democrats and other friendly newspaper writers)?

During early spring of last year, It was unclear why the democrats didn't pack their bags and go quietly after the election. Lots of stuff have come to light since then. Adm. Rodgers likely told Trump he was being spied on and probably how extensive the abuses were. This happened a week or so after the election. Once he knows how the system works, he knows Comey is involved in someway. He also knows Hillary's email investigation was a total sham. That is 2 strikes against Comey. By the time he fires Comey, the DOJ OIG investigation has been underway for several months. All of this would have come to light. My guess is Trump did Comey a favor by firing him so he couldn't dig a deeper hole.
