The House Intel Comm voted to allow all the House members to view the document privately. The next step would be for the Intel Comm to vote to release it to the public. I don’t know if it has to go to the full House for approval or not. If it does go to the full House, it will pass.

I just read that Trump could order it to be declassified, but would prefer to have the House vote to declassify it. Personally, I think Trump would like to see the public clamor for the release first.
