Yes. I’m not aware of Twitter actively leading the police to people who have private child porn on their phone. But it certainly seems like Twitter must be aware of people who have private child porn on their phone.
Failure to report such a thing should result in charges.
The only defense would be to build a system in which privacy and anonymity would be assured.

The law requires hosting companies to review and report child pornography. They have legal immunity to do so. Every company performs content reviews and makes reports. Nothing you post on the Internet goes without a review.
The problem is that there is such an avalanche of information that law enforcement has a tough time picking who to prosecute. Law enforcement desires getting the top dogs where law enforcement resources go the furthest.
However, due to new technological capabilities, local law enforcement is getting in on the act of prosecuting.

If they do not view them there is no crime.
If they view them and save them, it is a hell of a crime.

Sounds like it sounds like it is systemic to view whatever messages that are sent. Unless if they have a company policy to never look at what minors send, then it sounds like a lot of kiddie things are being viewed by their staff.
This guy says they are saving it. They have teams of hundreds of people to look at these and save them.

In 18 states, any adult is considered a mandated reporter for child abuse. As completely expected, California is not one of those states.
If there is such a law as you mentioned, it seems they are certainly guilty if there are underage images.
They also can’t claim lack of knowledge of any criminal conspiracies that go on through DM’s (like Antifa organizing violence, for example). They have made themselves accomplices after the fact.
