Yes. I’m not aware of Twitter actively leading the police to people who have private child porn on their phone. But it certainly seems like Twitter must be aware of people who have private child porn on their phone.
Failure to report such a thing should result in charges.
The only defense would be to build a system in which privacy and anonymity would be assured.

If they do not view them there is no crime.
If they view them and save them, it is a hell of a crime.
They also can’t claim lack of knowledge of any criminal conspiracies that go on through DM’s (like Antifa organizing violence, for example). They have made themselves accomplices after the fact.
