Maybe I’m wrong, but my first reaction after reading this is that it has nothing to do with the DOJ/FBI dossier affair — and is a heads-up that DACA is about to end.

What rules are they talking about? Rosenstein, from freak state Maryland may be PDJT s worst appointment. I think he is referring to the selective prosecution of the federal drug laws regarding pot. The DOJ is kicking the issue back to Congress, since they are the ones who wrote the laws.
