The Labor Department unveiled new rules to dismantle Obamacare

The U.S. Department of Labor on Thursday unveiled new rules that would allow small businesses and entrepreneurs to join together to form their own health insurance pools.

The rules, which will be open to a 60 day public comment period, are a direct response to President Donald Trump's executive order on health care, which would expand health associations and allow people participating in the groups to buy insurance that does not meet all of the coverage requirements under the Affordable Care Act, also known as Obamacare.

"Under the proposal, small businesses and sole proprietors would have more freedom to band together to provide affordable, quality health insurance for employees," a statement from the Department of Labor reads.

Association Health Plans already exist but are subject to federal limitations. They are subject to state requirements for insurance coverage, which means some would not have to meet the same essential health care coverage requirements like maternity care and addiction services mandated under Obamacare.

Specifically, the President would allow small busi­nesses to establish Association Health Plans (AHPs). This change would enable small businesses to band together through trade associations to purchase cov­erage for their employees. Moreover, the President would expand AHPs beyond conventional business arrangements, in which businesses compose the associations. Under this proposal, association health plans could be sponsored by a variety of organiza­tions, including civic and charitable groups, unions, trade associations, fraternal and ethnic organiza­tions, churches, and religious and faith-based orga­nizations.
All of these kinds of associations could offer coverage to their members, providing robust alternatives to the constrained and constricted health insurance options available to individuals in so many state insurance markets today.

The President's proposal would also permit indi­viduals to purchase health care coverage from insurance companies in other states.

I assume proto-fascist states like NY or CA will simply not allow AHP's to be marketed or sold within their borders.

Does this end the healthcare subsidies? No. Does it end the insurance company subsidies? No. Does it end the Medicaid expansion? No. Until something passes that does all that then don’t talk about “dismantling Obamacare”.

The goal of Ocare was to make people dependent on the gov for health care and seize control of a huge chunk of the economy. This is a big step in thwarting those goals. So this is dismantling Ocare. If a free market is allowed to develop in health care insurance and even health care no one will want to be in the government version.

Also does not undo the “EHB” (Essential Health Benefits) mandates....the primary driver of increased premiums for businesses and individuals. Allowing businesses to form new pools is pretty minor.

This is a seriously big deal! I used to be part of a professional organization that had a health plan. It was basic, but it certainly would have covered anything major, which are everybody’s main concern. And then all of these small association or employer consortium plans somehow went away because of changes in the law (long before Obama, actually).

So this is wonderful news! Not only does it help the individual, it helps the organization, since many people used to join only to be able to subscribe to the health plan.

No doubt. A big part of why health insurance became so expensive is all the mandates slapped on insurance companies by state legislatures. People lobbied (in cash or with public sob stories) based on what test, treatment, or condition they demanded be covered. So, you are paying for someone else’s pregnancy coverage, chiropractic, counseling, treatment for autism, etc. etc. even if you don’t want any of it.
