I don’t know if he thought that he’d be running for president someday. He considered running for Mayor of NYC in 1988 or so and then governor of NY State sometime in the early 2000s.

I honestly don’t think there’s ever been a whole lot corrupt about him. He was never a big power player in New York, in the sense that he was in with the in-crowd. His divorces were big news in the tabloids because so much money was involved, but other than that, even in the days when he was a Dem, he didn’t seem to be heavily involved in poiltics or getting preference because of his political connections.
