Read the whole article and watch the video. The monster had on an ankle monitor but was still able to go on a crime spree. Killed one woman, robbed another 4 and shot 2, one carjacking, ran over another person and stashed the weapon at a gf's. Apparently the monitor wasn't working or disabled.
The story says the GPS monitor was working and that’s how they backtracked all the crimes. I guess they didn’t have enough monitors.

More info - “He was booked into the Travis County Jail on five counts of aggravated robbery with a $100,000 bond on each and one count of capital murder. A bond has not yet been set for that charge.
Lewis was arrested in September of 2016 for an aggravated robbery of a Sonic in Northeast Austin. Court documents say an employee was shot in the leg during that robbery.”
Too bad it’s Austin. He’ll be out next week with another ankle monitor. As long as he’s targeting Austin liberals it’s not a total loss.
