Reading into the article I get that this is what happened:
A recount was held and Simonds had 11608 votes to 11607 votes for Yancey. However, one ballot contained a mark for both Simonds and Yancey, but the mark for Simonds was crossed out. This ballot was initially not counted, but Republicans said it was clear that the voter intended to vote for Yancey and the Judge agreed and added the ballot, now making it 11608 votes for each candidate.

'd say the person filled out a second ballot and this was a throw away. We don't know WHEN it was crossed out. The ballot should be thrown out....period.

Still, it’s a fun concept, the dead having to vote themselves, since the illegals have all left. Must use it in other contexts.

one ballot contained a mark for both Simonds and Yancey Somewhere out there is that Republican who now knows his vote saved the Virginia House.
