These graduates do NOT have to leave the building to notch their first collarThese are not new graduating agents. This is the FBI's National Acedemy, police and sheriffs from around the nation that are brought into a special fraternity of local police with a new relationship with FBI.
A cop that has National Academy status has more to put on their resume. A career enhancement.

Ah, that explains his police-oriented speech.
He’s cracking me up with his ad libs.

Correct. A very strong pro-police speech including calling for the death penalty for cop killers. He also praised the FBI, for those who will try to twist this appearance into something it was not. He was there to honor the local LEOs who just completed their 11 week training at Quantico, nothing more.
