Something similar happened in New Hampshire in the 1970s. Senator Norris Cotton died in the year his seat was up. The governor called a special election for the unexpired term for the same day the full term was being elected, and the same two candidates ran.
The Republican won the general election, but the Democrat won the special election. When asked why, one voter said, “Well, he always wanted to be a senator, and how much damage can he do in two months?”

This is wrong. It was done in NYS and a district there was denied a vote in the House on Obamacare. The then gov refused to call for a prompt special election after Eric Massa resigned and the seat was vacant for the Obamacare vote and many others.
