Yes, it's investment in future energy. Past solar labor is currently producing that energy and will produce more in the future, for the price of maintenance which is cheaper than mining.
But in a day's work, a coal miner can produce 2000 times more energy than a solar worker. But after those panels operate for 5 years their productivity will be equal and the rest of the energy from the solar will be much lower cost than fossil (maintenance costs only).
Maybe that many people in the city of Pittsburgh voted for Hillary, but in the surround "donut" counties surrounding Pittsburgh, a great majority voted for Trump.
Pardon the President for not being more specific, but we took his quote to be more reflective of Pennsylvania as a whole, rather than your little isolated view.

Simple - Cut off all fossil fuels and fossil fuel derived electricity to Pittsburgh and the New York Times.

At the time of our federal convention, British Kings alone made treaties for their kingdom. It made sense. As the sovereign of all their subjects, they were indistinguishable from Great Britain.
OTOH, our Framers never remotely considered such a grant to this new guy to political science, . . . the President. Nope, for the nation to express one voice required two-thirds of member states as expressed in a senate of the states.
A recent disturbing trend which accelerated during the Obama years, is an implied prerogative of American Presidents to make ‘deals’ with other nations that have the force of treaties as the supreme law of the land.
I wish President Trump explained, more explicitly, why Obama was rogue and dangerous chief executive.
I recommend they should stop breathing ASAP.
No one cares what a bunch of criminals and thieves think.
