The Geneva Convention does not cover ammunition bans. There was a part of the Hague convention that did and the United States did not sign that part of the treaty.
A common misperception. It is actually the Hague convention and the US is not a signatory.
Of course, the usual way armies enforce this in the field is that anyone captured with hollow point ammo is summarily executed. The brass usually gets the message in a short while.
