The answer lies in Russias adept use of carrots and sticks to bind the oligarchs more closely to the regime. The Putin administration has spent lavishly to convince the heads of the business community that it is the only game in town: a popular, competent, but also merciless government that faces no real alternatives to its hold on power.
However, this co-optation strategy carries a unique set of risks as well as critical implications for U.S. policymaking going forward. Oligarchs in Russia are now more invested in domestic politics than ever, made dependent on government action to protect and grow their wealth.
Their renewed interest in how the Russian government functions could increase the likelihood of real reforms taking place. U.S. policies can promote this turn inward by cutting off ways for oligarchs to illegally stash their wealth abroad...
Russian oligarchs generally fall into several distinct subgroups...
Understanding how these oligarchs built their wealth goes a long way in predicting their future loyalty to Putin...
The annexation of Crimea and, to a lesser extent, military adventurism in Ukraine and Syria successfully rallied the Russian populace around the flag, while tight control over domestic media has sustained the narrative that the Putin administration is effectively returning Russia to great power status.
The government has taken steps to reassure oligarchs that...

It’s like a mixed metaphor, Putin is a dictator and definitely has command of his forces. That means the so called oligarchy isn’t an oligarchy at all.
Or in exile. Or were criminal in their own way and served jail time. (see: Soros buddy Mikhail Khodorkovsky) - even the “opposition” oligarchs are corrupt!
They are addicted to O2......................
Yes it is a strange thing. Putin’s grasp on power is both firm and fragile. He still needs the oligarch support to survive...and the oligarchs have staked too much in his system to turn around.

There it is. “Moscow-cide”.
Loyal. That’s a funny word in this context. Some of the Oleg arks who fell out of favor of Putin ended up dead or their sons ended up dead.
“answer lies in Russias adept use of carrots and sticks to bind the oligarchs more closely to the regime. “
Sticks=dead.
Or if you are “lucky “ sent to a gulag.

Oligarchs in America are just socialists. What is the difference between a Putin socialist, or an Oligarch socialist. Nada.
‘’’’while tight control over domestic media has sustained the narrative that the Putin administration is effectively returning Russia to great power status.’’’’
This kind of ‘blood libel’ is easily debunked. What media is actually pro-government in Russia? You can name RT, NTV, ORT, Russia 24. On the other hand a basic cable plan offers you like 300 channels. Most are entertaintent, true but about 40 or so are not. That includes CNN, BBC and others dubbed in Russian. Numerous domestic channels of all stripes from far-left to far-right, Orthodox, muslim, buddist religious channels and also American style religious channels, channels running conspiracy theories from Communist and channels running conspiracy theories from nationalist perspective both taunting the government.
And that is only TV. When it comes to printed or online media there are more than that.
