In a recent interview with The New York Times, former Secretary of State and Cold War strategist Henry R. Kissinger warned that East Asia is racing towards nuclear proliferation.

I cannot see in good light what he and his ilks did after 1990. China was no longer useful as a counterweight to Soviet Union. China was and is not a benign power which can be groomed into a well-behaving cash-cow country for global business. China would find such a characterization deeply insulting. Whatever impression China has given was a cover until it becomes a major power to challenge U.S..

He has been an influential figure in foreign policy establishment. He has great influence on many policy makers. He has many disciples. The argument that he and daddy Bush have no influence because they left the office is hard to be believed. He has his ilks.

He was not a lone retired nut in the wilderness, going against policy consensus. He has been major part of consensus. At no time until recently I saw reports about him arguing for challenging and containing China.
