Any tax cut for middle income earners will also provide a benefit for those further up the income scale, including the top 20 percent who now pay 95 percent of all income taxes, according to the director of the Office of Management and Budget.
In explaining the complicated tax system the administration and congressional Republicans are trying to simplify, Mick Mulvaney played the role of professor at Georgetown University Wednesday night and dished the eye-popping numbers and impact of a middle class tax cut.
It came in a discussion before students of the school's Institute of Politics and Public Service at the McCourt School of Public Policy. The discussion was directed by Cathy Koch, a tax expert and former Senate aide.
When the two turned to the taxes the rich pay, Mulvaney declared, "The top 20 percent of folks who file a tax return, the top 20 percent, pay 95 percent of the taxes".

Government tends to tax what it wants to discourage and subsidize what it wants to encourage... What am I to make of this?
“Mulvaney obfuscating the fact that if you are over $100k/yr and itemize, you will pay more taxes under this plan. “
That is NOT true. We make far more than that and this plan reduces our taxes. Once $109,000 is hit, there are few deductions left.
Do you itemize?
Yeah, yours is more accurate!
The cops and teachers are the ones taking the rest of us to the cleaners with insane benefit and retirement packages that the corrupt pols have given to their government union pals.
The rest of us will be paying for it for the next 50 year’s.
The #1 problem with data like this is that it doesn’t show what the top connected .1% or .01% or whatever REALLY pay. (They love to lump in the families with 2 working adults who appear to be bringing in big bucks as doctors, engineers, small business owners, etc, but are actually not rich. Very comfortable, but far from rich. I’d like to separate out the people who actually work, vs. the people who skim money from other people’s work.)
I want to know what the “elite” actually pay. Not just taxes, but what they pay after they get their “take” from the taxpayer. Many of them are happy to pay 40% in taxes when you consider that they are raking in millions on government contracts or by trading on insider information that they get via federal agencies (FDA, etc.).
It’s not like they actually had to work for this money.
They will lower that amount to anyone making over 100k.
Most of them pay FICA tax. We shouldn't pretend that isn't just the same as paying income tax. All the money goes to the US Treasury.
i remember my boss use to brag that his fica was capped and that my salary would never get caught up to him. He was right that I never did.
Top 20% for a household was only 111,000 in 2015.
The article says that’s about 61 out of 100 who do that 2 years consecutively at some point. I’m not sure what that means.
Two earner households can easily hit 111k in my opinion.
WHAT ABOUT THE it GUY AND THE NURSE?
Also, 61 out of 100 is as middle as you can get
“They will lower that amount to anyone making over 100k. “
You should really study up on this tax plan.
The Republicans have already lowered it $100k.
“Do you itemize?”
Define “Itemize”. Everyone should list their deductions then take the larger of the standard versus individual itemizations.
For anyone making over $109,000, it is rare that the individual deduction doesn’t provide a larger deduction since much of what’s itemized is what brings down the Adjusted Gross Income (AGI).
“We shouldn’t pretend that isn’t just the same as paying income tax.”
It absolutely is NOT the same as income tax.
It’s capped.
And it’s INSURANCE that most workers at that level use fairly often. And most will receive FAR MORE than they contribute.
Those of us who pay Income Tax will make up the gap.
Your contention is ludicrous.
“Two earner households can easily hit 111k in my opinion.”
Easily.
Or, easily for the $134.7 threshold in 2017.
They might get it back. Or, they might croak at age 64 and get nothing.
Some talk as if the FICA taxes aren't really taxes at all, but they are. Decades ago they jacked up the OASDI tax for the imaginary "Social Security trust fund". Then they spent all that excess revenue on other things that had formerly been funded mostly by income tax revenue. That has to be factored in when figuring out relative tax burdens. It's not really honest to only count income tax.
but we have "enough" that we'll probably be screwed...
tired of the people that do not work at all or have never worked getting all the goodies....
