My thought as well. Just order it released. The only reason not to do so — layman’s guess here — would be if the FBI is seriously pursuing a criminal case. But since the FBI seems to be in full sleepwalking/slow walking/coverup mode, just get the information out so the MSM can ignore it.

Bannon perfectly got this. Although DOJ ORGANIZATIONALLY ansses to the Prez, operationally, ethically it is independent. This is what the Founders wanted —where an independent DOJ would even go after a crooked Prez-—as Njxon’s, Clinton’s and Obama’s would NOT do.
You cannot have a truly ethical DOJ and have it be the police arm of one man. It us the nation’s police.
As such, Sessions must build cases he can win, whatever that requires.
He is in the habit of “giving them a chance to do the right thing” and upping the pressure over a period of time so they can disgrace themselves or show they are trying to get out of the swamp. I imagine there are pressures being brought to bear that are under the RADAR for the time being.
It looks like he's deliberately trying to drag the guilty culprits out onto the middle of the stage for the average American to see and understand.
