The White House announced Thursday that President Trump is taking executive action on health care as Congress stalls on efforts to overhaul ObamaCare, calling for a plan that could let employers band together and offer coverage across state lines.
An executive order Trump plans to sign Thursday morning aims to offer alternatives to ObamaCare plans and increase competition to bring down costs.
The time has come to give Americans the freedom to purchase health insurance across state lines, which will create a truly competitive national marketplace that will bring costs way down and provide far better care, Trump said in a statement.TRUMP'S HEALTH CARE EXECUTIVE ORDER: WHAT TO KNOW
According to officials, Trump will direct the secretary of labor to consider expanding access to Association Health Plans, which could allow employers to form groups across state lines offering coverage. According to the White House, these plans could offer lower rates.
Those "association health plans" could be shielded from some state and federal insurance requirements. But responding to concerns, the White House said participating employers could not exclude any workers from the plan, or charge more to those in poor health.
The order also calls on other federal agencies to consider expanding coverage in low-cost, short-term insurance plans not subject to ObamaCare rules.

The problem with circumventing Congress is that the next president can reverse the E.O.’s.
Obamacare vested much authority into the Health and Human Services Secretary actions. Those can also be changed by the next HHS.

Obamacare needs to be killed, voted out, stomped on, salted and burned, put in a hole and buried, and have concrete poured over the remains.
President Trump keeps on plugging away - his attitude and energy for the People are astounding.
To those who are lamenting the fact that this is not permanent legislation, I would offer that it is a good first step, and sets the precedent that Obamacare is NOT completely inviolate. It can serve to encourage the Congress to get with it and follow suit. It can also demonstrate to the public that insurance premiums and deductibles CAN be lower when you are not covering everything that Obamacare requires.
The Affordable Care Act gives the president a lot of discretion to do exactly what is being done here.
And the sun could stop shining, Yellowstone could blow it's top...
8 years from now, this would be well established and people wouldn't stand for the federal gov't taking control of our health care again.

There is an element of our president versus their president and executive orders here. Those on the other side simply might not like this. However, this truly is attempting to fix an identified problem with Obamacare. Many people are choosing not to take Obamacare and instead are paying a penalty. Then when they do have a medical issue, they apply for Obamacare. In other words they are getting insurance without having insurance. With this executive order, president Trump is at least getting a large block of uninsured people, about 30 million of them to be exact, under an insurance plan. That means they will not cost the government money for coverage if they do get sick. In that way this actually supplements the current law and it does take care of people

Than that arrogan’t pos former occupant of 1600 Pennsylsvania Ave should have been impeached at least 100 times, if they had done their job.
I detest executive orders, but this one is very Constitutional, free market. Now if he could get rid of congressional exemption.. which he can’t.. I would be thrilled. Unfortunately all of their exemptions to Obamacare and insider trading is untouchable. Wonder why?

I suspect as much, but I would like to see specifics. As in specific provisions of the EO paired with specific provisions in the law. If someone knows?
In other words, the corrupt, uniparty Congress had let lawless Obama get away with not only stealing legislative powers to make unconstitutional executive orders, but many of Obamas orders were based on stolen state powers imo.
But so far, every time I get the details about a Trump executive order, he seems to be reversing either one of Obamas unconstitutional executive orders or reversing one of Congress's unconstitutional laws, laws likewise based on stolen state powers.
In this example, since a previous generation of state sovereignty-respecting Supreme Court justices had clarified that contracts are not commerce, regulating insurance contracts therefore not within the scope of Congresss Commerce Clause powers (1.8.1), the Obamacare insurance mandate therefore unconstitutional imo, Trumps insurance-related executive order is effectively repealing an unconstitutional federal law.

The issuing of a policy of insurance is not a transaction of commerce within the meaning of the latter of the two clauses, even though the parties be domiciled in different States, but is a simple contract [emphases added] of indemnity against loss. Patriots need to make sure that there are plenty of state sovereignty-respecting, Trump-supporting patriot candidates on the primary ballots and pink-slip career lawmakers by sending these patriot candidate lawmakers to DC on election day 2018.
Exec order or HHS order or both required?
In spite of all the obstacles he delivers more for Americans than congress . I believe he really cares about all Americans .
In a word: Yes. I believe any use of Executive Orders no matter who is President simply short-circuits the legislative process and is an infraction of the Separation of Powers clause.
Having said that, the same thing that's happening to Obama EO's can and likely WILL happen to President Trump's EO's in the future: Nullified/revoked by the next President.
I'm "ok" with this as an EO (yes, that makes me a hypocrite) for the time being, there is NO SUBSTITUTE for the legislative execution of REPEAL and REPLACE via LAW of Obamacare.
I believe he does too.
I believe the President also has the authority to put the swamp critters on obamacare just like everyone else.
If the ba$tard$ don’t pass tax reform, he needs to do this.
