Two U.S. senators from both parties are close to finalizing a bipartisan deal to shore up the health insurance exchanges created under Obamacare, the chambers top Democrat said on Thursday.
The move, which Senate Democratic Leader Chuck Schumer said was on the verge of completion, would stabilize the market for individuals who buy their own insurance plans on the federal or state-based exchanges.

This is why the talk of letting ObamaCare collapse was wishful thinking.
I’m not sure why so many people thought Congress would just let Obamacare implode. They are going to keep throwing money at it to “stabilize” it.

The exchanges are pulling out because they are losing millions. “Shoring” them up is giving a permanent fiscal IV to something that needs to die.

Sounds to me like the Senate is trying to spend money, something it can't do. The Constitution is very explicit: spending bills must originate in the House.
This happens all the time. They can submit this to the house. The house eventually puts a number on a bill and presents their bill.....which may be the exact same thing.
