Of course, Trump, Sessions or the new FBI director, could simply order this material turned over. It is fair to ask why they have not.
Nothing left to do by Congress except to declare them in contempt of Congress and send out the Congressional cops to pick them up.
I don’t believe this is happening. It makes us look like a powerless legislature trying to enforce its will on the police state of a Third World country.

Grassley, Nunes, and even Feinstein, need to arrange a private meeting with Rosenstein and the FBI Director to discuss the finer points of the next DoJ/FBI budgets, such as why they should receive any funding.
Could it be that the material originated in the FBI itself, that is, the "Deep 6" part of the FBI?
The depth of corruption by the previous administration is scary.
Could this be part of a plan to get rid of certain DOJ and FBI officials (such as Mueller) in a politically acceptable way? If the officials with the information are found to be in contempt of Congress it would be hard to for Congress to complain if they are fired because they are in contempt of Congress.
