[snip] An image posted to a Pentagon media site and tweeted by Scottish journalist Ian Keddie shows the USS Jimmy Carter, a Seawolf-class nuclear-powered submarine, returning to her home port in Washington Tuesday flying the American flag alongside the unmistakable pirate skull and crossed bones, known as the Jolly Roger.
The 450-foot-long vessel is one of three in its class and is specially modified to conduct some of Americas most covert underwater operations. That fact alone as Keddie points out makes the appearance of the black and white flag significant. The Carter, according to photos posted in April, also flew the Jolly Roger returning from its last patrol.

How about that? My BT platoon lost our AWOL Free streamer when some sorry SOB decided to run to a church in Columbus to seek asylum. I don’t think he would survived if he had come back. We did take top marksmanship and PT streamers so not all bad.
My old first shirt used to say that our unit (29th Light Infantry) had more battle streamers than the Marine Corps (he was technically right, but most of those came from Civil War).

I think our best response is to make sure the sub is a poke in the eye to Carter. Everything he tried to prevent our Navy from being.
I was in the USN during his administration, and I sure did hate seeing his portrait hung in buildings.

Considering the things that it is capable of doing, if you were an anti-American despot, would you want to admit that it was the Jimmy Carter which foiled your scheme? If you were Jimmy Carter, would you want your name associated with Tom Clancy type actions?

I looked carefully and didn’t see it. What would be the point of having a broom or squeegee out there if it’s so hard to see? If you’re going to display a broom, wouldn’t you place it in such a way as to allow it to be easily seen?
Here’s a pic of a sub displaying a broom. Notice how prominent it is. No need to play Where’s Waldo; you can’t miss it.
There is certainly nothing like the broom you just linked in the photo in question. However, there does seem to be something approaching the look of a push broom or squeegee as I posted earlier. I’m not saying it is there, because I might be misinterpreting what I’m seeing, but it’s easy for me to spot.

The lack of a broom and flying the Jolly Roger is what every one is talking about.
There are a lot of former Navy guys on Free Republic, and none of us know what the Jolly Roger means.
