Why do they always choose a city for the best place to live, Cosmopolitan bias is why. Cosmopolitan bias is one of the causes for the victory of Trump.

Diversity will “cure” both of those problems!
There once was a time when all the places rated studies favored smaller sunbelt cities with low taxes and low crime, but the northeast got upset about this and the criteria were changed, so don’t always assume that their criteria come anywhere close to your own. If they were honest, they’d include all criteria deemed significant by their readership and put it online, letting readers rank criteria on their own, which would lead to a significantly different list of best places. But, that doesn’t serve any propaganda purpose, so you get lists such as these.
Must be outdated for number 9, they’ve been doing the section 8 dance for a while. Funny they didn’t mention the outrageous property taxes Schaumburg had, thanks to being part of good old crook county.
Number 1 reason I sold my lovely home and moved away.
I don't put a lot of weight in these things. I'm familiar with some of the places on this list, and I'm not even sure the towns they list are even the best places to live in a ten-mile radius. Go figure. LOL.
Notice that NONE of them are in New York State.....
