Nope, my read is that the DA doesn't want to antagonize the local police force (they are his witnesses in every case), so he is turning the case against the cops over to the DOJ.

Only way to really clear the air between the police and the community is to be as thoroughly aggressive as possible in investigating the cops’ actions. Since the main offender also made bonehead, egotistical statements that got him fired from his other job, he’s an easy one to burn for effect. They may also have decided that some clique of them have been doing crap for a while and actually want to clean it up.
