Dangerous Category 5 Hurricane Irma had a devastating impact on islands in the Caribbean.
Hurricane and Storm surge watches were issued Thursday morning for South Florida. The Florida Keys began evacuating visitors and residents, followed by flood zones in Miami and Miami Beach. Sarasota FL declared a local state of emergency Thursday morning.
Polk County FL Sheriff Grady Judd said Wednesday that law enforcement authorities would check the identities of people who turn up at shelters--and take to jail anyone found to have an active arrest warrant. “If you go to a shelter for Irma and you have a warrant, we’ll gladly escort you to the safe and secure shelter called the Polk County Jail... “If you have a warrant, turn yourself in to the jail — it’s a secure shelter.” Judd also posted that sex offenders and sex predators would not be admitted to the shelters. "We cannot and we will not have innocent children in a shelter with sexual offenders & predators. Period." Judd's statements unleashed a liberal firestorm via Twitter.

Northern sections of Katia have been torn away and sucked out east into the trough front. It looks like the trough however slowed or stalled over Florida. Not enough influence and Irma wants Castro’s rear end.
If the residence has good elevation, is soundly constructed (older concrete/stucco/coral stone or coquina, or newer built to hurricane code, and she has storm shutters then the only immediate worry would be falling trees and the potential for scattered spin-off tornadoes. Is the property wooded?
Now’s a bad time to be hitting the road with gas running low or out and major interstates north being clogged. Zone B, good elevated lot and sound construction, I’d seriously consider staying put. Do they have water, food, generator, etc. to endure the likely weeks-long aftermath?
But, if she’s in a panic “no” might not be an acceptable answer.

Yes, but MY POINT is that no hurricane in recorded history has ever made a hairpin turn and went up the gut, in a near straight-line trajectory, in a specific direction, of a state or geographical area.
Matthew in 2016 may be the closest, as it ravaged the east-central coast of FL. But that trajectory was already there for it to do that.
I would hate for your sister and her family to get in the car and not make it to another place in time. However, if her home is near water or is not well built, I would ask her to go to a shelter.

With children involved, I think I’d probably leave and go to your house! Of course, I have no idea what situation they’re in. I would already be at your place.....I’m a coward with floods and tornadoes.
Where would your sister and the family go? Are they in a location that flooded already this summer? Some areas around the bay are better than others.
If she has time to get out safely, then yes. She will probably get the brunt of it.

It is just as likely to hit your sister in Tampa
as it is to hit you in Mobile.
Her problem now would be in getting out (traffic, gasoline, etc.)

Not according to what I've read. That upper lever low from Canada is said to be the biggest player in influencing Irma's turn to the north.
The timing of it's arrival is the pivotal factor in the turn to the north.
Your point was also that it would go into the gulf and then away from FLA
BTW I would prefer that to up the gut in FLA or long the west side
Maybe make land fall in somewhat less populated shore in ALA MISS etc and then inland with rapid weakening
