Two weeks after C-ville, and all the media wants to talk about is the "neo-Nazi rally." But this guy is the ONLY guy with a Nazi flag, and it obviously just came out of its wrapper.

That's the way it works in a city-manager type city. The Manager works for the City Council and the Manager has the power to fire the Police Chief and/or Fire Chief.
Not sure how the City Manager/Council form of government works but as a former City Manager here in the State of Washington the Mayor is a ceremonial figure head. Their only real authority is making formal declarations and authorizations during states of emergency. He is assigned to the emergency command center, where if needed he can contact the State powers for assistance.
So they have a weak mayor - strong city manager form of government? That is quite common, and this is not that hard.
The mayor and council need to fire the city manager. They then need to get a new city manager who has some sense. Make it clear the mayor and council expect the new city manager to fire the police chief, and to hire a new one with some sense.
The Police chief answers to the city manager. I found that out a long time ago when my vehicle was wrongly towed. I told the chief that they should pay the tow company, not me and he said no. I talked to the City manager who agreed that the police/city was on the hook. The same day, the chief called me and said I could go pick up my vehicle from the impound lot and that the city was taking care of the bill.
Next question is; Was the city manager honoring the Governor’s request? McCauliffe?
