The draft report by scientists from 13 federal agencies, which has not yet been made public, concludes that Americans are feeling the effects of climate change right now.In others words, this is nothing from nobody, representing no official organization, and it doesn't exist.

Another excerpt from the report:
“One government scientist who worked on the report, Katharine Hayhoe, a professor of political science at Texas Tech University, called the conclusions among the most comprehensive climate science reports to be published. Another scientist involved in the process, who spoke to The New York Times on the condition of anonymity, said he and others were concerned that it would be suppressed.”
Clearly a political science “scientist” would be an expert on the weather... (/sarc)
I think you are correct. This report was only written to antagonize Trump.

The draft report by scientists from 13 federal agencies, which has not yet been made public...I sure hope that the authors of this 'draft report which has not yet been made public' get together for a group photo wearing white lab coats.
Because anything said by a scientist wearing a white lab coat must be true.
Moreover, anything published in the New York Times must also be undeniably true.
So that makes anything that the scientists said doubly true.

Obvious redundancy! Identifies where many more Federal “scientists” can be terminated from their jobs.
Apparently, the NYT doesn’t require their editors to ensure the reporters have done any independent research for facts.
