The Senate moved unanimously to block President Trump from making appointments during the August break this evening. Democrats had said they'd make such a move after reports emerged that Trump was considering replacing Attorney General Jeff Sessions during the recess.
The Senate agreed to hold pro forma sessions throughout the recess. This procedure was also used to block appointments during the Obama administration.
Worth noting: the announcement was made by moderate Republican Lisa Murkowski, who split from Trump over health care. The Senate also made a slew of confirmations and passed several measures before shutting down for the summer.
Another update: The Senate will not hold any legislative sessions until September. Mitch McConnell had previously intended to delay the break until August 11 to allow the now-stalled health care plan to move forward.
The rules of the Senate require a vote on adjournment.

While I appreciate your reply, I have no idea what you are saying. Are you're saying that the traditionally anti-gun progressive types are all now buying AR-15s (the civilian version of M-16) and enrolling in 16-week firearm boot camps?
By the way, you do not need *16 weeks* to master an M-16. You can master "shooting" an AR-15 or M-16 in just one day. And with just a couple of days practice, you can master breaking down, cleaning, and reassembling.
Sixteen weeks (four months!) is more than enough time to master reloading .223 or 5.56 NATO, assuming you invest in the equipment.
It was passed by unanimous consent because there wasn’t a quorum there.
I saw one report that only two Senators were present at the time.
As long as no one objects (and everyone knows in advance) that’s OK and normal procedure.
Since they didn’t have the House’s consent to adjourn for more than 3 days none of this mattered.
We can hold both senate and house by fielding superior primary candidates. Realizing that for every great candidate we field, the GOPe will field give to break up the vote in order to leave the incumbant in the drivers seat with the GOPe loyal voters. 2018 primaries will be won by pressing the flesh with our friends and neighbors. Volunteers in the neighborhood will overcome $$ every time when we take our neighbors to the polls.

Logically, the Uniparty lawyers can ALWAYS appoint a Special Litigator. The charges will be fake. If not Russian Collusion then Polish, German ... the ANYTHING charge.
A fault lies with AG Sessions. Anything he recuses, will be charged. That is the linkpin loophole.
Pres. Trump either needs a NO recuse AG.
Or just fire any litigator.

Yes. If Congress is in recess, the President can call them back into session, but he can't force them to not go into recess.

I could not possibly detest the lot of them any more than I do. The are all reprehensible.
At this point each state needs to vote int her legislative assemblies to call for a Convention of States. Three amendments should be at the forefront.
The first should be to repeal the 17th amendment.
The second should be for term limits.
The third should be to require that in Presidential elections each elector be required to cast their electoral vote for the Presidential Candidate who received the majority of votes in their Congressional District, not in a winner take all statewide count.

So during a proforma session a large group of conservatives could show up in Washington and propose laws, vote for them and hand the resulting bills to the President for his signature. Imagine the chaos.
