I don't get it. Are the cops in NYC frustrated because they care about tourists getting hassled by the naked illegals, or are they frustrated because they can't issue revenue-generating tickets? I think it's the latter.
By the way, from the pictures at the site, the naked illegals are quite pretty. I wouldn't mind getting hassled a bit by them. (Just the pretty ones, not the Minnie Mouse or other costumed freaks!)
