Actually, Obama granted an illegal waiver for Congress. Neither the law nor the regulations under the law permit the waiver.
Trump would simply be applying the law (and regulations) as written.

As I’ve been observing here publicly for a long time, there probably is no one-and-done aspirin fix. The patient would die. She’s not strong enough yet.
