Some of President Trumps lawyers are exploring ways to limit or undercut special counsel Robert S. Mueller IIIs Russia investigation, building a case against what they allege are his conflicts of interest and discussing the presidents authority to grant pardons, according to people familiar with the effort.
Trump has asked his advisers about his power to pardon aides, family members and even himself in connection with the probe, according to one of those people. A second person said Trumps lawyers have been discussing the presidents pardoning powers among themselves.
Trumps legal team declined to comment on the issue. But one adviser said the president has simply expressed a curiosity in understanding the reach of his pardoning authority, as well as the limits of Muellers investigation.

Sessions needs to step up big time. He’s been way too quiet while this ant hill has been turned into a mountain by Mueller and his RAT team.
Wouldn’t the best approach to have Sessions make good on Trump’s campaign initiative to put Hillary behind bars for the real crimes, as Mueller drums up non existent Teimp-Russia crimes?

The biggest problem with the Mueller investigation is that it's one-sided; he's not looking at what the Democrats did. A DoJ investigation would look at all of it.

But Rosenstein is also a Trump appointment.
Trump’s team is rife with GOPe/Dem/Uniparty stooges just looking to bring him down.
The conduct of investigators is examined "post," meaning they can do whatever they want, and challenges come after. The target of an investigation is not the one producing evidence. In this case, evidence is being demanded of other government agencies (IRS), banks, phone companies, and so on. Those entities won't object to a subpoena or order from an investigator.
So, the principle is that the investigator has a duty to limit his search. They are forbidden from going on fishing expeditions, see 4th amendment and probable cause and related doctrines.
Mueller is further cabined, in principle, and it is incumbent on HIM to obtain approval to expand his jurisdiction. The approval would come from Rosenstein.
Based on the news reports, at least Mueller is stepping outside of his jurisdiction. Whether or not this is with Rosenstein's blessing has not been reported. Mueller is cabined to conclude the investigations described by Comey in his March 20 testimony, and that limit is the conduct of the election campaign. He is not supposed to step outside of the election campaign. Any events prior to startup of the election campaign can't be related to the election campaign.
The recusal of Sessions and the appointment of a SC are independent events, or at least based on independent criteria.
As you know, Sessions had to recuse for cases involving the Trump campaign. That is a rules-based recusal, and exists - whether or not there is a case involving the campaign.
Rosenstein was not under any recusal burden. His reason for appointing a SC was for completely different reasons. He says the reason is "public interest." The real reason is a matter of speculation.
The prevailing theory on FR is that Rosenstein is working to torpedo the Trump presidency.
Another possible reason is that Rosenstein wanted to get those matters out of the FBI, they are a major distraction. That fact was used to entice Wray to accept the nomination to direct the FBI.
At any rate, Rosenstein could himself shut down the SC for failing to abide by DoJ regulations. There is no need to change Sessions out.
If that won't work, Sessions can fire Rosenstein, and whoever steps in a Deputy AG could fire Mueller. There is no need to get rid of the guy at the top.
While I am a defender of Sessions, I am not pointing out the options as a defense of Sessions. I am just setting out the chain of command options.
