This guy is a total misfit and idiot. He needs to be fired and charged with manslaughter - or worse - if an investigation reveals it was more than what he stated. And his partner needs to closely pressed and questioned also.

I have been startled hundreds of times without shooting an innocent person. Anyone who cannot handle the unexpected has no business working as a police officer, not even for diversity points.
Noor, a Somali-born American has also said he feels isolated for his race and friend said: His feeling is I am an immigrant, a Muslim and not white.

The “I was startled” defense, or even the “I was in fear for my life” defense won’t work for private citizens, so it probably won’t work for a cop in this case.
Just terrible bad judgment. He shot across his partner who was driving the car, and out the driver’s window. The driver, who had a far better view of the approaching woman, saw no need to take any action. We find out too late that this man should never have been a policeman.
Did he takes notes like Comey after the shooting, and illegally use his friends to disseminate the info to the media? Two peas in a pod.
I’m trying to figure out where the “panicky” comes from. Not from the text of the 911 calls. Her words seem pretty measured and concise. She repeats several times that she’s not positive that it is a rape - but it sure sounds like it.
And then after a reasonable amount of waiting called 911 to see where the cops were.
I suppose if she had gone outside to check on a possible victim, or to see where the cops were, and then a car approaches with its lights off that might panic her some.
“Oh no - is this the bad guy?” and she turns to go back inside, then thinks “Maybe it’s the police....” - - - “But what if it isn’t?”
This area of town isn’t a “bad” area - the alleys aren’t like Manhattan - they are around back to allow access to people’s stand-alone garages that are on the far side of the back yard. Being outside at night wouldn’t be a big deal usually, although not the best thing to do probably if you think there is a bad guy around. Except maybe the noises had stopped, and she was looking for a possible victim.
