John Duarte, a fourth-generation California farmer, was disappointed this week when President Trump's repeal of the Waters of the United States rule didn't translate into immediate legal relief from an Obama administration's environmental case against him.
Duarte says he has spent $2 million and five years fighting charges that he violated provisions of the Clean Water Act by plowing too deeply on watery areas of a 450-acre parcel of land he purchased to grow winter wheat for at least one year.

"I'm still trying to figure out how a plowing method that doesn't not move soil," Duarte said, referring to the Army Corps arguments in the context of the Clean Water Act farming exemptions. "Nobody is advertising a plow that doesn't move soil."
The EPA and Corps of Engineers are still pushing litigation.
Lol, is this guy for real? He actually expects his case to be solved/settled in 7 days?
The gubment slugs are not about to pull this case without it being papered up to protect them from liability.
John Duarte is one of the nicest fellows on the planet.
The Federal government (EPA and Corps) have put him through hell.
The sooner Trump pulls the plug on these particular economy-killing swamp creatures and allows them to be sucked down the drain the better.

It can take a while for the ship of state to turn about.
Bureaucracies are interesting. On the one hand, they can have tremendous inertia. On the other hand, they try to be responsive and “get with the program.” Under normal circumstances, a few phone calls from on high, would stop this cold.
I’m confident EPA people voted for Hillary, and before her, Obama, by overwhelming percentages (say 95%). Scott Pruitt has to manage a recalcitrant EPA.
Presidential pardon. Stroke of the pen. Done and done.
