Time to pop the champagne bottles and celebrate the states economic success, right?
Not so fast.
Illinois path to a low unemployment rate has been paved by labor force dropout. Too many workers have given up on the Land of Lincoln, and their act of despair is actually driving down Illinois jobless rate.
You see, when an unemployed Illinoisan gives up on looking for work, he is no longer counted as unemployed.
As more Illinoisans give up, the unemployment rate goes down.
Illinois low unemployment rate is nothing to celebrate. If anyone is to be cheered, it is the dozens of states like Indiana, Wisconsin and Texas where formerly unemployed Illinoisans have been able to find a new start.
Illinois labor force has been shrinking and transferring to other states. Meanwhile, competitor states have seen significant labor force growth.

When they say “Has stopped looking for work” I have to throw a flag on the field.
I too “stopped looking for work” in 2006. Haven’t worked a day for someone else since then.
Instead I started working for myself. Doing odd jobs, basically, until I started to get ahead like 8 years later.
How are these people dropping out of the workforce ? Are they too starting their own thing ? Collecting cans along the street ? Mowing lawns for $10 ? If they are, then that’s great !
If they’re just living on the streets or on people’s couches then there is a problem. Look, even if people are picking up trash to make ends meet then it’s a good thing. That’s being an American when the times are tough. But if they are living on the streets, on the dole or on a couch then it’s really bad.
The notion that he has "given up" is a statistician's lie. If you are out a year, they count you as no longer in the labor force. It has nothing to do with your motives or intentions. If you're out a year, you are statistically no longer unemployed.
I wonder when they'll shift back to an honest accounting of unemployment figures? I expect it any day. They'll go from the fake Obama 4% to a more honest 20% to make it look like things got worse under Trump, when all they did was start counting people honestly.

It is not true.
It is much worse than that.
When a unemployed Illinoisan stops checking in with the Unemployment Office he is no longer counted as unemployed.
Most people quit checking in when their benefits run out. There is no reason to keep checking in.
You may be looking for work.
You may be sending out one resume after another and going on interviews.
If you are not reporting that to the state you are not considered unemployed.
Unemployment should be called number-collecting-unemployment -benefits instead of implying it reflects the number not working. Liars figure and figures lie.
He just says that the number of people in the workforce has dropped, without considering that they might have left Illinois entirely. Maybe they have a job, but just not in Illinois.
