The House Appropriations Committee on Thursday approved an amendment that would revoke a 2001 law giving the president authority to undertake war against Al-Qaeda and its affiliates unless a replacement provision is created.
Lawmakers applauded when the amendment was added by voice vote to the defense spending bill, highlighting the frustration many members of Congress feel about the Authorization of Use of Military Force, which was initially approved to authorize the response to the September 11, 2001 attacks.
It has since been used to justify the Iraq War and the fight against the Islamic State in Iraq and Syria.
Despite the applause, it is unclear whether it will make it past the Senate and be included in a final version of a defense spending bill. The amendment would revoke the 2001 AUMF after 240 days following the passing of the act, forcing Congress to vote on a new AUMF in the interim.
Rep. Barbara Lee (D-Calif.), the only member of Congress to vote against the initial AUMF, introduced the amendment.

No. UN Resolution 678 justified the invasion of Iraq and the Congress cooperated with that UN initiative. Even the Peoples Republic of China and Russia were willing to admit (Russia voted for and the PRC abstained) the invasion of Kuwait was beyond the pale.
The resolution did not order the coalition to simply expel Saddams forces from Kuwait, but used a more expansive term. The term restore international peace and security in the area uses language the UN and our Congress already understood from the Korean War as authorizing the invasion of Iraq. After Inchon both our Congress and the UN affirmed military operations above the 38th parallel had been authorized.

I support this but it is typical cowardice of Congress. Passed on a voice vote so they can’t be held to their vote.
The problem is when the president goes to Congress to get permission to act he has no idea who the enemy is.
Our constitution was all about going to war with other nations. I don’t think the Founding Fathers ever considered we’d ever be attacked by a bunch of Baptists. Or ....
We’re in uncharted territory. But I agree with Congress on this. Bush got too much power off of 911.

And the reason they did was because we let terrorists become established in failed states and they used those safe havens to plan bombing attacks on us while we were “avoiding entanglement.”

I said the Congress cooperated with the UN resolution once it was passed. The applicable actions were Public Laws 102-1 and 102-25. The President could not rely upon the other authority that related to the 911 attack.

Depends upon your point of view regarding what came first, our projection of power seen as a threat that caused state gov’t theocratic actor animosity & aggression, or our protecting our interests in foreign countries?...
Islamic countries are like angry hornet & scorpion nests.
Foreign entities are not tolerated and aggressively stung to death.
Iraq - in 1991 Bush senior warned repeatedly of not deposing Saddam Hussein for fear of creating a ME “Power Vacuum”.
Although, Iraq was later sanctioned 14 times by the UN for evading weapons inspections, and there was good indications that WMD ordinance was convoyed to Syria in 2002.
Afghanistan - our soldiers guard opium poppy fields in order to stabilize their fragile economy and thwart Taliban influence (at least that’s what I understand things currently).
Syria - we have no legitimate role to be there.
We are killing Syrians via drones and the ISIS terrorists we created and all to help Saudi and Qatar build a petro pipeline to Europe as an alternate to Russia Gasprom EU energy monopoly.
Libya - we had no legitimate role deposing Gadafhi, and arming Al Queda (which we were told was our enemy).
Somalia - not our business.
Egypt - not our business to overthrow their elected gov’t and put in a Muslim Brotherhood regime.
Saudi Arabia - why the hell do we support a execution happy king that sponsors Wahabi that fans worldwide Jihadists?
Our founding fathers knew best - Avoid foreign entanglements.
The parents of THOUSANDS of our KIA and wounded would very likely agree.
Especially since nearly all of our interventions provide no constructive results to justify our son’s and foreign civilian’s deaths and maiming.
Overall impact of our interventions in human toll and losing legacy moral authority, is a Travesty.
