Modern era multi unit residential structures are built and equipped by code to have certain predictable profiles of fire containment and safety. This event appears to fail on all points, hence the cause for speculation.
Public housing owned by the government. Now you know why codes and standards did not apply.

According to wikipedia the buildings hallways were full of flammable rubbish like mattresses. Typical welfare housing. Full of trash.
I seem to remember RoP members torching their quarters in refugee camps to get better lodging and benefits.

I read the outer walls of the building were insulated with common Styrofoam, ground floor to top. Not the fire retardant added kind. Good God, it was a Molotov cocktail.
I am flabbergasted that a hi-rise structure of this magnitude, especially a residential occupancy, was not equipped with a fire sprinkler system. Did I read that right somewhere? Has that been confirmed?
Completely mind-boggling. I wouldn’t have stepped foot in that building beyond the 2nd or maybe 3rd floor.

And the Wiki page posted earlier says it didn’t have sprinklers, that they had been lobbied for but the government couldn’t come up with the money.
