Besides being subject to Nondisclosure Agreements, Comey falls under federal laws governing the disclosure of classified and nonclassified information. Assuming that the memos were not classified (though it seems odd that it would not be classified even on the confidential level), there is 18 U.S.C. § 641 which makes it a crime to steal, sell, or convey “any record, voucher, money, or thing of value of the United States or of any department or agency thereof.”

It is incredibly prescient about out of control police and intelligence agencies, both US and foreign, and a monopolistic corporation.

Comey had some weird idea that he was the one who set official protocol as to when and where the President could meet with him, or call him. Comey is a serial opportunist who twists and turns the facts to suit his purpose. He uses his friends, even makes them accessories to crimes. I have a hard time believing that this was the first time Comey ever leaked confidential/classified information to the press. He didn't just become a leaker once he was fired.
