When I lived in Maryland, I worked with a black guy who grew up in Columbia and Towson. I told him about a wrong turn I took in DC, when leaving the Smithsonian area. I turned onto US 1, instead of 50.
US 1 from the Mall leads through some of the worst slums of DC. He said that he would be afraid to drive through the area.
Now Baltimore, what are you going to do with the property? You should sell it to developers and let them have free reign with it.
Ya know, the more I think about it, it was prolly the facades, back and adjoining walls that were what remained before those modules were dropped in. They were most likely just hollowed out shells without roofs.
So that’s $5,500 bucks apiece, more or less. Submit environmental studies and detailed proposals, clear the red tape, detach all gas and other utility lines, tear them down, do the required recycling, backfill the holes, cart off the remains, send the invoices, collect the overdue payments. Sounds about right. Hope I can get me some used brick to build some garden walls around here.

All this fuss over lead paint!
I grew up in on and around lead paint, lead plumbing, lead fishing weights and lead bullets.
Use to change the oil on canister type oil filter vehicles and scrape the lead out of the filter housing with finger nails. It was residue from the tetraethyl leaded gasoline of the day. Would eat a lunch sandwich without a thought of lead. Who knew? The ground around the house I grew up in was white as snow when painted from the scraped off many coats of loose paint. Now I know what y’all are thinking now ...but I’m ok ... No effects...yep..none..I keep telling myself that.

And many have been generously "redistributed" by the helpful Democrat overlords into the suburbs, kindly assisting the destruction of employed people's property values and making HOA by-laws null due to Section 8 renters inserted into covenant communities. "Don't no white people rule mean nothin."
The other thing is the stupid ground rent law. In many of the neighborhoods, you buy a house but only rent the ground under it, and it has a separate tax bill.
I wish the govt would declare war on big booby blondes

It is a shame to see these beauties go. Why havent they been renovated as you suggested? Part of it is the regs about lead abatement, as some have suggested.
Another large factor is the fact that Baltimore has been governed by a long succession of DemocRats whose corruption and ineffective policies have allowed crime to flourish.
I know of stories of individuals who have bought homes to rehab — some for flipping and some for personal dwellings — in such neighborhoods only to be plagued by break-ins, robbery, and muggings.
Baltimore’s government has ruined so many chances to broaden its tax base.
That is what I found. They have no value whatsoever.
D.C. Had some areas nearly as bad as Baltimore to the NE and SE. There were thousands of houses boarded and bricked up around the city. It did gentrify slowly at first and then all at once as a few brave souls moved in. My wife and I were among them in the late 80s. There was no abatement law for similar houses that could literally screw you out of your investment. There was also a larger nice core around Capital Hill and a few other areas to build out of. There are a few nice areas in Baltimore like Druid Hill. There are more areas where it is block after block of pure rubble and shit. Nobody will ever be the first in these areas.
