I meant, California, New York and whoever else will not follow that part of the Paris Accord.
They won't have to. It's already true that corporations choose states that are friendly to business. Businesses are already leaving CA in droves for states that are less hostile. In NYS, I wonder how this attitude will play outside of metro NYC.

Our Marxist Governor Inslee was planning a $25/metric ton carbon tax beginning in 2018 to help pay for the state’s education system. The carbon tax rate would increase annually by 3.5%, plus inflation, and is estimated to generate $1.9 billion in its first year and $2 billion in its second.
The tax would apply to both sellers and users of fossil fuels, and would be levied on the “first possession,” meaning that it would be imposed on any company that generates or imports electricity, natural gas or petroleum. The plan would exempt power generated by TransAltas facility in Chehalis, however, which is exempt pending its shutdown.
All this concern over Washington State’s carbon emissions. The trouble is, Washington State’s carbon emissions are the lowest in the United States. Because the generation of electricity causes highest emission of carbon, Washington State has an advantage. 70.7% of Washington’s energy production is from hydroelectric power which produces no carbon emissions. 10.7% is from natural gas, a low carbon emitter. 7.1% is from coal, 6.3% is from nuclear, 3.4% is from wind and 1.2% if from wood and wood derivative products.
So, Inslee is not getting his carbon taxes from our energy producers. Where is he getting it? From our transportation fuels. Washington State already has the second highest gas tax in the nation at 62.9 cents per gallon. When Washington State citizens realize that Inslee is going after their cost of gasoline, there will be will be pitchforks and torches at the Governor’s mansion.

And frankly, Jefferson saw what he called “the leaven of the old mass assimilat(ing) to itself the new” with respect to the Supreme Court starting to assert itself in terms of legislating from the bench, and that in 1819.
Insane is not fixing dams that threaten the lives of your tax base that you all ready borrowed money at high interest rates for years ago, while trying to borrow more money to make a commuter train to link two cities a six hour drive in distance apart that because of the distance has zero commuters.
