6 Baltimore schools, no students proficient in state tests

BALTIMORE (WBFF) -- A Project Baltimore investigation has found five Baltimore City high schools and one middle school do not have a single student proficient in the state tested subjects of math and English.

We sat down with a teen who attends one of those schools and has overcome incredible challenges to find success.

Navon Warren grew up in West Baltimore. He was three months old when his father was shot to death. Before his 18th birthday, he would lose two uncles and a classmate, all gunned down on the streets of Baltimore.

“I’ve lost a lot of people, so I’m used to it. It hurts,” Warren said. “I just chose not to show it. I just keep it in. You just have to live on and keep going on every day. You have to do it somehow.”

Despite his tremendous loss, Warren is set to graduate this year from Frederick Douglass High School. It’s a school where only half the students graduate and just a few dozen will go to college. Last year, not one student scored proficient in any state testing.

“That’s absurd to me. That’s absurd to me,” says Warren’s mother Janel Nelson. “That’s your teachers report card, ultimately.”

Project Baltimore found Frederick Douglass is not alone. Four other city high schools and one middle school also have zero students proficient.

The schools are:


High school students are tested by the state in math and English. Their scores place them in one of five categories – a four or five is considered proficient and one through three are not. At Frederick Douglass, 185 students took the state math test last year and 89 percent fell into the lowest level. Just one student approached expectations and scored a three.

Despite the challenges at his school, Warren found a path to higher education. He’s the reigning Baltimore City 50 and 100 freestyle champion who competed at the junior Olympics, finishing in fourth place. In the fall, he will leave the streets of Baltimore and head to Bethany College in West Virginia, where he will swim.

“It’s exciting for him to get out of the city and exciting for him to start a new chapter in his life,” says Nelson.

Warren told FOX45, he believes zero students are proficient at Frederick Douglass, because the state tests are more advanced than what the students are learning in class.

Editor’s Note: We spoke with the executive director of teaching and learning for Baltimore City Schools about this data. She told us some of those students might be considered proficient, even though they did not score a four or five on the state tests. Baltimore City Schools later told us that was an error in statement.

The real questions are: if they aren’t proficient in the basics, then what are they preoccupied with during school and who is accountable in the school system for allowing that preoccupation?

It's fake concern. Just enough "concern" to alarm people and fool them into throwing more tax dollars toward the teachers, teachers unions...

Probably Yale or Harvard in order to get their diversity scores up. When you take a quota of minority kids who can’t pass your entry requirements, it doesn’t matter how uneducated or stupid they are. They are mostly not going to finish or they will be awarded degrees in some kind of Black Studies program the main requirement for which is being a member of the appropriate minority and showing up occasionally.

Congratulations to Warren and his mother. Glad he is succeeding and getting the hell out of Murdertown.

From an old City grad, June ‘62, proud of it and glad I got out of the city just in time.

We had a reunion in 2012 and over 150 classmates came. They were black and white, tall and short, longhaired and bald, but they were all successes. Several were Vietnam veterans. Others were military service veterans. Teachers, construction companies, we lost SciFi writer Jack Chalker many years ago, small businessmen, doctors, etc.

And we could all read, write and do math.

After the Dems, lead by Nancy Pelosi’s brother, the half-assed mayor, let the city burn in 1968, it has been downhill to hell ever since.

Navon - do your best to succeed. We are pulling for you.

No it is not. It is the parents' report card. And the report card of the community that allows and even encourages the behavior that leads to this result.

Years ago I had an Indian co-worker who told of growing up in a poor community as an obvious minority. If his mother ever hear even a whiff of bad behavior from one of her sons at school she would grab him by the ear and give it three revolutions (an exaggeration) before dragging him home by that ear. Didn't happen very often and he was a successful engineer.

Contrast that with the behavior at Evergreen College and I know exactly where the problem lies.

Liberals understand your sarcasm, but they still follow such a statement as sound advice. Not because they really want the school to pass, but because they want the money.

I bet you can multiply these schools budgets by 100 and they will still fail. The school is only good as the parents in the community.

Here's the rub: Parent[s], if there are *2* parents in in scheme, are likely to be products of the same failed education enterprise...and so it goes...generational.

Nonsense. It’s much more than just teachers, and admin. It’s a culture of resentment, carelessness, nonchalance when it comes to learning, because that would be “white”, who are racists.

OMG you are so right!

My nieces (too influenced by the “hood” culture, as it is) graduated from Seton-Keough (closing this year, finally); as a Catholic school it had commencement in a beautiful cathedral. Before it really started, a host told people to withhold applause, pix, etc, until all were done.

What happened? When the pigmented started walking up, whooping and hollering and excessive clapping - and then it continued. And no one did anything about it, to shut their rude traps. I don’t think I heard my nieces’ names because they have to carry on.
