an immigrant is eligible for a green card and applies for one the first visit to the INS/ICE etc...the first day the local office is open after arrival...not 18 years later...

Unless changed recently, one had to apply for permanent residency (green card) at an embassy or consulate within their home country. It took 18++ months and you had to have a sponsor guaranteeing you would not need government assistance. INS had nothing to do with it.
Two problems with this oft-repeated statement:
"Hard-working" and fatherhood has nothing whatsoever to do with whether or not a person is here illegally; and,
Just because an illegal alien has not been charged with the crime of illegal entry does not, in any way, excuse or mitigate the person's lawbreaking behavior.

The wait depends on the country and the individual. For a normal individual, the wait is in years, like 5 years, after the initial process. For countries such as China or India, the wait is in decades, for the green card.
Not sure about the guarantee of non gubmint assistance. Once you have green card, you are guaranteed all welfare rights of the citizen except to vote or hold office.
