Recent tests have shown that many 80s and 90s computerized vehicles are actually far more resistant to HERF and EMP events than previously thought. Seems the bodywork and early “we’re not really sure what kind of interference issues we’re going to have so double the shielding” designs are quite a bit better than had been anticipated. This is why police have not installed HERF devices on cruisers or as standalone devices to stop high speed pursuits.
Japan’s Chief Cabinet Sec. just said the missile fell into the Sae Of Japan but out of their EEZ zone . So it was not directed at China .

It appears the missile was launched northwest of the normal locations so SIGINT assumed China launch path. Radar now shows it went East.

But this EMP stuff can leak through holes, depending on the frequency, and size of hole.
That said, any more and I am out of my element.
Some major network (can’t google up which one) took a car to China Lake CA to expose it to some microwave type energy to test a home brewed device with weapon potential.
