If it was openly exposed on the Internet, you can bet your life that China has a copy of it all.

Come to think of it, Chinese NYU grad students probably had that data shipped to China first. They would have done that even if it hadn't been exposed.

"...would surpass many of the most powerful code-breaking systems in the world:

Lordy I hope so however, China, Russia, Saudi Arabia etc. might well be saying the same thing.

`...the material, which was marked with warnings like “DISTRIBUTION LIMITED TO U.S. GOVERNMENT AGENCIES ONLY,” “REQUESTS FOR THIS DOCUMENT MUST BE REFERRED TO AND APPROVED BY THE DOD,” and “IBM Confidential.”

Helpful search strings.

One of the great unsolved problems in Mathematics is the Riemann hypothesis. Riemann came up with an exact way to show how many primes you'd count if you examined every number up to a number x. (The prime counting function). Since public key encryption depends on finding the prime factors of a huge number a proof of the Riemann hypothesis would open a giant wedge into this method of encryption. It's been unproved for over 150 years and if anyone does prove it they are eligible for a one million dollar reward.

I put the chances that the open availability of this information was an accident at approximately zero give or take zero.

Things that people could get paid millions for selling, appearing where a buyer can access them, do not happen by chance. Ever.
