A comparison between the latest budget and the proposed budgets of Clinton and Trump

With all the posturing between the Trump people promoting the latest budget agreement as a “win”, and the Fake News, and their Democrat minions saying that the budget was in the benefit of Democrats. I still feel betrayed. I do. This is not what was promised. After listening to El Rushbo, perhaps I have misread what is actually going on here. So as an exercise in sanity, I decided to compare the promises of both Trump and Clinton with the latest budget agreement. Here are my results.

I think it goes a long way to describe just who benefits from the latest budget agreement.

TRUMP

I am still with Trump, but I am not going to call this budget deal something it is not. This budget deal is an expansion of the Obama policies, and the presence of it indicates just what would have happened if Hillary Clinton came to office. It is no wonder the progressive socialists are all happy. This is a Hillary Clinton budget. It is NOT a Donald Trump budget. Not what he promised us anyways…

You know, the big praises that are being heaped on this budget is that the military is being expanded. So what? It was going to expand under Hillary Clinton anyways. Why make this a big deal?

I think Trump is wanting to focus on the bill for Obamacare at this. He could not take him the two fights at the same time.

Thank you blueplum ... so many are over reacting and turning on the President and this is not even President’s Trump own budget yet - I think Rush has gone back to never Trumper land where he was during the campaign and not listenable for a while until he returns to his senses again.

The real wall will be built - improving the bollard wall is the planning act for the real one.

Rush and Savage and too many others turned coat way too soon.

I think so, but he can’t make a big deal out of it. Nixon did that with a “sequester” and either Congress or the courts forced rekease. But if Dept. Heads are just really, really slow to spend . . .

Make them pass a tequired spending law for every damn line item.

Aren’t there still some parameters available. Like PP only gets funds for non-abortion services, etc.

Q. Just curious. Can Trump decline to spend on a budget item?

A. - before 1974, Presidents often opted to not spend money that was budgeted by Congress. Many times, the President made the decision based on trying to hold the line on over spending, etc.

However - this upset Congress, because they felt that it took away THEIR power to give pork and lard to friends. Therefore - they passed the 1974 Congressional Budget and Impoundment Control Act. One aspect of that crappy bill was that the President could line out items he wanted to NOT spend money on....and if Congress voted in the affirmative to support those spending holds, within 30 days...then the spending holds would be permitted. If Congress did nothing....the spending holds were cancelled and the money HAD TO BE SPENT.

Of course - Congress would never affirm the spending holds - so after 1974 - Congress could pass big bloated budgets (say a Democrat Congress)...and a Republican President could not rein in spending through impoundments (which was routinely done prior to 1974.)

So - the short answer is - NO...Trump can’t decline to spend...thanks to a law passed in 1974 by Democrats. (A “Watergate-scandal” weakened Nixon signed the law less than 1 month before his resignation in Aug. 1974.)
