59 Tomahawks to hitting multiple important ISIS/Al-Qaeda sites at the same time would have changed things dramatically. Hitting few airbase revetments and obsolete planes that were in need of major repairs anyway was a waste of Tomahawks.

The point of the airbase strike was like a shot over the bow of another ship. He wanted everyone to know that he was serious, and could target things so precisely as to minimize any deaths.
In other words, they were put on notice that he could, and indeed would, target their backsides if necessary.
He made his point with a minimum of casualties. He doesn't want to kill people. He is doing this to stop the killing. It was a 'first move' and it was pretty successful, don't you think?
No one likes dealing with two-faced lying criminals.
Of course, it would have shown he knew when a false flag was being foisted on him by both the animals who were hit and their backers in the US like McCain but that's not the least bit important.
